its in Belgium.. fourth level of government and each community namely Dutch, French and Germans choose their own government which only looks after the matters related to the ethnic issues of the community it belongs to

Politics affects caste as every caste
wants to become bigger and more powerful and stronger on political lines..
makes unions of their people
regular elections and fight for power
inviting political leaders on caste functions etc
